1) If you're an employer - don't hire them, even if they are cheaper labor - no job means no incentive to come here for work;
2) If you're a government entity/service provider - they don't qualify for taxpayer funded services. No driver's licenses, no food stamps, no seat at schools for their kids. That stops the handout crowd arguments.
At that point, immigration would be limited to the criminals and those truly seeking to get away from something so horrible that they're reliant upon charity.
