Since the first one doesn't really exist, the second one's never getting sold, the third one's the most likely and still a hard sell since the GOP hates illegals and the Democrats hate corporations, the fourth one is subject to the whims of the executive, and the fifth one is a constitutional fight that, coincidentally, the president is willing to put on, and just build the wall.
Since the chances of all five of your issues coming through in today's climate is like 0.1%, why not take the win if it only costs a tiny fraction of the annual US federal budget and might help.

It's a lot harder to get normal folks to cross the border if there's a barrier there. That's just logic.
