For the record, your extreme example of 25 billion is 0.625% of the annual federal budget. The current federal welfare budget is $625 billion or so annually.

Since it's a one time expense, I'm guessing we'll see value shortly after the wall is built and we're not paying for the fresh American citizen babies that were lucky enough to cross over the border for their births. Then we can use those savings to go after the overstay problem.
