No, this is spin. The Judge asked the prosecutor about the lobbying without registration and a treason charge. The prosecutor answered that they found no basis for a treason charge and that Flynn was allowed to register after the fact. He also referred to the Logan Act and the Judge responded that this was the law was likely unconstitutional and that no one has ever been prosecuted on it. Flynn's only other crime was the lobbying for Turkey without prior registration. The Judge got himself all worked up, because he confused the dates of Flynn's work on behalf of Turkey with his participation in Trump's campaign and early in his administration. After his outburst, the Judge came back later and apologized to Flynn.
