the question is whether it was an in-kind donation. not that campaign funds were used.
the legality of whether it's an in-kind donation is FAR from settled. i'll admit that there are some experts who say it is on face value. And others who say it is not.
i tend to fall on the side that it was not considering trump has paid off women before in no connection to his campaign. he was protecting his brand, name, family, etc
secondly, i look to the Edwards case; which was much more clear-cut and there was no conviction there.
thirdly, Mueller has proven Cohen to be a liar. his testimony would be tainted.
lastly, let's say it WAS an in-kind donation. BFD. fine him and move on. it's not the crime of the century. oh, I suppose you could impeach him for it. but if we are gonna impeach presidents for relatively minor campaign violations just make sure it applies to both sides.
