advantages. But that treatise was far too generalized and offered no concrete suggestions in a reality based scenario. It is probably feel good fluff that sounds good since it is meant to solve problems but means little until details are provided. We started out with "decentralized power", certainly compared to almost any other nation up to then or even compared to today's nations. We even had a rule book to follow. That it is not working as planned is largely a comment on human nature IMO. And THAT is not going to change a lot.
