Manafort earned it (didn't report it); hid it offshore (didn't report it) and brought it back (didn't report it.)

This wasn't a case where Manafort inherited his grandmothers swiss bank account, left the $ there & simply forgot to report that account & the earnings on that account, on his US income tax returns.
