The issues is that criminals and law breakers are aggressive,dangerous and threats to all the good citizens. Deadly force is needed to keep them in line.

On the farm we have Cattle that mimic the humans you see on the street. Some of them do what we want with no effort, others need the Hot shot whip and ax handle to keep them in line....some don't summit to that force so they are Hamburger.

It's not that complicated, follow the rules, summit to police force when they show up and all is fine and dandy. Lip off, be aggressive and you get what is coming to you.
