in the US where an otherwise healthy middle class person can die in an instant.
Private road companies would be held accountable for deaths on their roads, unlike govts. Steps will be taken to reduce these deaths. or else face crushing liability.
As for efficiency, the biggest benefit would be flexible peak pricing, where prices to use roads would go up when they were desired the most (i.e. rush hours). It would basically eliminate traffic congestion at rush hours, and it would encourage carpooling and the like.
Rush hours are a manifestation of the tragedy of the commons. We've just accepted this govt created boondoggle as a given.
