I would say there have been many many improvements in safety on the roads, and states have lots of data that help them prioritize where money is spent. Nearly all accidents are the result of human error, not design.

Many cities are also doing various flexible pricing now, and working to promote alternative ways of traveling.

I know you make no assumptions that what we have is not being improved, but I think it is in many ways.

Please explain why this message is being reported.
