The MU AD and University itself launched an extensive billboard, bus wrap and social media campaign last year. The Blue had a very specific geographic target for their campaign. There is simply no comparison for a professional hockey team billboard campaign in its own town and a University AD advertising across the state.
The MU Ad puts up a large "fan fest" area before every game and several corporate sponsors also have band stands, fan experiences, etc. Have you been to a game lately? The whole area along the east side between Memorial Stadium and the Hearnes Center is filled with activities. Why would distributing live entertainment around multiple lots increase attendance? That honestly doesn't make any sense. There are already two to three times as many people tailgating as going into the game.
Are you talking about high school ADs? High School football players can go to any game for free - they just have to contact the AD to have their name on a list.
You said think outside the box and MU is already doing 5 of your 7 ideas and yet it sounds like you're still complaining?
