His decline is rather sharp and noticeable, and its a misnomer that he was always a bumbling idiot. In my opinion it is explained away because of the caricature he portrays and who he is pandering to that just expects him to be a bumbling idiot and views that as a good thing rather than recognize it as a problem that needs addressing.
