A competent person making those statements would likely be racist, but he is making them out of ignorance and confusion rather than being based in racism in my opinion.

People attribute racism to him as one of his regrettable qualities, in my opinion the underlying aspect of all of his regrettable qualities is just a lack of information or ability to process things rather than hatred or bigotry.
