Generally, virtually always, our consumers have choices between multiple products for the stuff we want.
If the producers in the foreign country are selling at a lower price, then you've eliminated this important consumer choice when the tariffs are instituted.
This is especially true since tariffs generally target inputs and capital goods rather than completed consumer goods.
You and ummm make it sound like we are siphoning off americans' hard earned money to punish some recalcitrant foreign government.
That's pretty much what is happening in an indirect way. If it comes X amount more for the same good/service, then American consumers are disadvantaged.
