make requests of each other but rarely make commands against each other (however that would even look like).

Commands connote a higher level of seriousness, and something which cops apparently enforce with seriousness, too.

So, it's not semantics. The word choice properly frames the relationship between the two parties which were involved in the unfortunate murder of Mr. Castile.
