an investigation. I posted their process for you straight from the .gov site. Read it again and hit ctrl+f. You will discover the work "recommend" is not there because they don't recommend, they refer and then it is up to prosecutors to determine whether there is sufficient evidence to proceed.

I believe that when Mueller issues his report it will find that Team Trump colluded with Russia and Trump himself obstructed justice. Unfortunately, at that point I believe that you'll be more worried about how the evidence was gathered than the results.
