they could improve charge/block a lot. I think what happens is the ref is looking at the ball carrier so he won't know how long the D is set or often how much he moves - sideways of course - or if he moves at all. And, the D can move backward and generally forward. Many people think he has to be motionless. These are the people who think they know the rules.
