Having someone on the ground does not mean you have control of the situation. Until she either quits resisting or they have her in cuffs anything can happen.

I have zero sympathy for someone who gets roughed up resisting arrest. If she had been civil and respectful she would have been enjoying a day at the beach five minutes after this encounter. Her choises created her distress.
