case. there was enough evidence to secure an indictment, though that doesn't say much in and of itself. stalling arraignment is lame and bad optics for mueller, but also dramatically overstated.
i see the manafort thing just completely different than you. there is not a chance in hell any prosecutor would have provided an unredacted copy of those documents in a public setting. in my reading, the government did provide enough in the redacted copies to establish the manafort investigation was within the authorization of the special counsel.
it was absolutely appropriate for the judge to request the unredacted copy. and it is absolutely appropriate for the unredacted copy to remain under seal.
