Locally, sure - there are plenty of local races that have been discussing policy. All politics is local, after all. But on a national level? The platform is 100% Trump, all the time. Anything else has been lost in the noise.

Again if you put faith in the polls it is the right strategy, as Trump is historically unpopular. But let's not pretend that Democrats are having high-minded discussions with the voting populace right now in order to sway hearts and minds. They are portraying Trump as the villian he is and positioning themselves as the answer to that particular problem.
