No one else is required to participate.

Those 4 states combined have about 40000 Army guard members.

But pulling these people off their jobs indefinitely is a great idea!!

As is building and maintaining infrastructure and housing indefinitely to care for a permanent presence.

I am sure they will be highly motivated.
