odds of getting an at-large bid even if it doesn't win the conference tourney, so by giving the auto bid to the tourney champ it increases the chance of getting multiple bids.

Plus, as you alluded, it makes the conference tourneys meaningful. There would be virtually no interest if not for the NCAAT auto bid, especially for mid-major and low-major conferences.
