situation. You aren't going to stop agents paying players to get them as clients. There is way to much financial incentive for agents to do it. But you could limit other types of cheating and the necessity to cheat by paying players a fair salary based on what they generate from school. I think players might be less likely to take kickbacks and other "violations" if they had money.
