don't want to learn, are disruptive and even violent forces districts to keep investing in them. They bounce from school to school.
Eliminate public schools and let private schools set rules for enrollment. Students who do not follow the rules are out.
Get the government out of regulating security at schools. Allow them to maintain faculty who the school designatds to be to be armed.
