MU has historical data on the ratio of applicants to actual enrollees and in general, while I'm sure they are careful not to follow precedent blindly, an increase in applications results in an increased enrollment.
My understanding from talking to faculty and staff in Como is that the focus going forward is on healthy sustainable growth and eventually a cap on new student enrollment. So the "recovery" won't be as dramatic as the drop and MU won't see growth rates like we saw in the 3 years leading up to 2015 but some of that will be by design.
