If "doing their job" is measured in results, then they were indeed "doing their job" prior to the protests and subsequent national narrative and the 3 year decline, right? MU's advantages then were largely composed of favorable affordability compared to regional competitors and a AAU-level education. As a result MU was riding a wave of increasing enrollment of out-state and international students. Competing institutions and states responded right as MU was going through the perfect storm of bad news and absent leadership and a national political movement that discouraged international students. Now MU has responded in kind, reshaped its message and adapted to the new landscape and applications, at least, are responding in kind.
