If it's true that the only reason applications are up is because of increased financial aid opportunities, then it would be fair to conclude that the only reason they were down was because competing schools were offering more attractive financial aid opportunities.
While it's true that that happened -- U of Illinois lowered their acceptance cut-off and increased in-state scholarships, U of Arkansas offered in-state tuition to students from neighboring Missouri counties and then expanded that to any Missouri resident scoring a 27 on the ACT, Alabama offered in-state tuition to qualifying ACT scores, etc. -- those weren't the only reason for the enrollment decline.
And they're not the only reason for enrollment increase.
BTW, if additional economic incentives are the only reason for the increase in enrollment then that is a homerun and fantastic investment by the University.
