the lives of others are taken into account as well. Shooting into a moving car can be difficult as hell, and that leads to bullets straying. Many agencies are putting strict pursuit policies in for the exact same reason (in all parts of the country). I would need to read the entire policy, but many are negated if lives are in immediate danger.
