If these children are old enough to steal a car and make the decision to hurt others rather than be caught then they are old enough to face the consequences of their adult decisions.
When I first working in KC years ago the kids openly talked about which crimes you could commit and stay in the juvenile system and which ones would get you bumped to the adult system. There are nineteen year olds who are clueless and incapable of making adult decisions. There are thirteen year olds who are running their households and taking care of their families. Biological age is a very poor way to judge competence.
