I know plenty of departments who have policies against shooting into moving vehicles. However, that's typically negated if another life is in danger. The cop could have been justified shooting the driver for attempting to kill another person (And yes I know somebody quoted the paper saying it doesn't matter if another life is in danger). It could have been a case of the officer freezing due to not knowing whether to help the officer who was hit, or engaging with the driver.
