It is unlawful to shoot a gun into the air on New Year's Eve (or any other time of the year, for that matter) within most city limits because such activity poses a threat to others.

The exception being San Francisco, where it IS apparently fine to randomly discharge a firearm resulting in death or serious injury. Or perhaps that just applies to a previously deported illegal alien who has a different set of rules than the rest of our citizens.
