donations are completely optional. You can pay them if you like... or not.
But you receive a 100% state tax credit if you do, so it's a 1 to 1 trade for you.
Oh, and by the way, the "charitable donation" is a valid tax deduction on your federal return. Not so if you just pay the state tax.
But it's up to you... your option.
