to rationalize it from the federal government's perspective it might be that above a certain limit the states are paying for things the people should be paying for on their own... perhaps subsidizing opera houses, football stadiums and the like.
In those cases, the states are taxing their citizens before the federal government, reducing their state's contributions to the federal budget.
I suppose that might be argued for thing like setting up sanctuary cities where they help illegal aliens thwart federal law, and provide them food, medical care & educations and in effect take some of the money from the federal government to do so.
