make recommendations/guidelines.

fwiw, much/most of that is not given to the Church per se, but to families, individuals &/or organizations that the individual feels moved to donate to. The Church does ask for financial support for the priest, administration, building, upkeep and so on.

Most people give far less than what is recommended, in fact most probably give nothing at all. 7% of the parishioners give 80% of the money collected.
