Here is the issue with getting body cams....

Even "free" cameras have a price. It costs a sh*tload of money to administer the system and maintain the data at a secure, off-site facility which can maintain the chain of custody.
Plus, the officers have a choice to come in off the street to upload their video or remain after shift to do it. Most will not come in off the street because that means someone has to cover their district so they stay after. Who pays the OT? Depts were sued in the 80's for not paying their officers for roll call, 15~30 minutes before shift and lost that lawsuit. They had to pay back pay to the officers at their overtime rates so forcing them to stay after shift to upload bodycam video is going to cost depts money.
Plus the system taxes IT resources and additional bodies are needed to run the program.
Now tell that to officers who haven't had a raise in 5 years and expect them to support the program.
