some of this. I think had we been a successful program when a lot of this was discovered, we would have swept what we could under the rug and taken far less penalties. But since we were so bad and the punishments really didn't matter, they made them more severe than necessary because it wasn't going to hurt the program and at the end of the day, it provides cover with the "Haith was terrible" narrative.
