a program from scratch, sure he gets 3 years. but that's not odom's situation. he was hired as a continuation of the previous regime, and (so far) he has failed to maintain what he inherited. this isn't a new program rebuild that deserves several years. this was a "here, take the wheel" and he promptly put it in the ditch.
