Are there any major universities without a security/police presence? I can't imagine the public relations fallout and potential litigation by folks claiming that the University failed to protect their kids.

This is a nothing event. He'll pay the fine, the warrant will get recalled and it'll be handled in the punishment with the other situation. It's a college kid who failed to do what he was supposed to do, probably because he didn't have the money to pay it and thought it'd be forgotten sooner or later. Happens every day in all walks of life.
