or a rage induced act of violence.

What was the intent of the driver...was it premeditated?

Did he travel to Virginia to carry out a specific attack or was he responding to his attackers and flipped out in a fit of rage?

Regardless it was a horrific thing and I certainly don't condone his actions either way.

Please explain why this message is being reported.
