immigration and make adherence to those laws as a condition of naturalization. The Constitution doesn't say they can't, now does it? Naturalization law can define what legal immigration is. In fact it's necessary to define what legal immigration is if it is to be required of naturalization. Immigration laws are valid because they are a subset of naturalization law. Nothing "circular" about that.
