I would call it a bluff or a lie. You would call it a gambit.
Either way, he intimated that he had tapes of their conversations (which he didnt have) in order to force Comey to tell the truth. There was, however, no evidence that Comey would grand-stand or lie in any way. He had no reason to; it would not save his job.
