An 11 scholarship player team with a score of 20.46 that is the result of a school asking for an adjustment and receiving a partial one.
That score is awfully close to a partial adjustment to the half point of 20.5, which would result in an APR of 931.8. It's possible that instead of rounding up to 932 they would adjust it to 930 since they've already in theory given the school a break by granting an adjustment.
Who knows exactly what goes into the final calculations. I don't. You don't. Nobody in the public does.
The key is partial adjustments that we know nothing about that open up the numerator to being any number and thus make any APR score possible no matter what the divisor has to be.
