There's such a thing as partial approval of an adjustment

You're trying to make this a simple calculation when there is behind the scenes maneuvering. We have no idea what these requests, waivers and adjustments are and what effect they have on the final score. Note No. 2 below. It would seem this is how you get a score that in a simple calculation appears impossible.
The staff and/or Subcommittee on Data Collection and Reporting has the authority to consider, deliberate and decide APR adjustment requests. After reviewing all information, the staff and/or Subcommittee on Data Collection and Reporting will render one of the following decisions.
1. Approval: The staff and/or Subcommittee on Data Collection and Reporting determined that the institution's request demonstrated evidence that warranted an adjustment of the normal calculation of the APR for particular student-athlete(s)
2. Partial approval: The staff and/or Subcommittee on Data Collection and Reportingdetermined that the institution's request demonstrated evidence that warranted partial relief from the normal calculation of the APR. By issuing a partial approval, the staff and/or Subcommittee on Data Collection and Reporting is adjusting part of the normal calculation of the APR.
