I find that clause similar to that on the well-regulated militia as being proof that the Constitution says we can all have a gun. I would bet money that the intent there was to allow for exactly what it says - a militia unit, organized as a collection of people who are responsible to some gov't entity - with the intent being that it may be necessary for the assurance of order. This is immediately after some years of citizen rioting in several states.
I do NOT think they meant that it was meant to apply to an individual. And why would they have even thought that was necessary, since they had always had personal weapons and no doubt assumed people always would.
