and pervert rather clear meaning. But take the phrase "general welfare of the United States". That could - quite clearly to me - mean the welfare of the PEOPLE of the United States or it could mean the welfare of the nation itself without regard to ANY individual. That is especially possible when it follows "provide for the common defense", which also clearly refers to the nation when it uses the word "common".

I would say you're wrong. I just gave a reason why.
