Who says that light of a certain wavelength is blue?

We're told it is, and it is. I've never measured it, though. I wouldn't even know how.
Why is it that way? Was it designed to be that way? If it was designed by random scientific occurrences, why couldn't a computer program do the same thing? Why wouldn't "science" just be programming written by some other entity.
Perception is reality. If people can't see certain colors, who's to say that we all see the colors we see the same as "normal" people?
