You falsely infer what isn't implied by that statement.
Melting ice doesn't contribute a single mm to sea levels.
And if seawater is directly warmed by the sun (not by greenhouse gasses) as your story says wouldn't it stand to reason that sea ice would melt when in contact with sun-warmed seawater? Additionally, wouldn't more direct sunshine also contribute to sea ice melting?
