Both the ocean and the land continuously exchange heat with the atmosphere, however, the land stores and releases much less heat than the ocean.

Also, CO2 is a minor greenhouse gas. Water vapor absorbs vastly more heat. Of course, it is harder to scam the public or villify industry over water vapor.
