the jurisdiction required union labor. If there was, it would likely be in some NY or NJ municipalities. From a large commercial or utility scale solar array, there is a patchwork of regulations that make it difficult to tell....
My current company develops and constructs large utility scale solar farms. We just walked away from a 25MW project we were developing in SoCal because a union was able to convince the permitting authority to require union labor. The sad part is, the site is 5 miles from a larger project we installed last year where the same permitting authority did not require a union presence. When we developed the second project, we (naturally) assumed no union labor rates and did not have enough 'fat' in the project to absorb the increased labor cost... so we walked. Had we known that union labor was going to be required, we could have priced it in and possibly made the project viable.
