The SEALs analogy is false. The 10:1 pay ratio is for like-trained troops. A SEAL's training is more advanced and more expensive. The comparable cost scale may be more like 10 SEALS vs. 1000 regular soldiers. And the SEALs' are more specialized. They have their uses but so does a standing army.

We may outspend Russia 10:1 on the military but that's because, once again, they pay their soldiers about .1% of what we pay ours--that's 1000:1. So where do you suppose they make up the other 900% difference? You can't compare relative military strengths by spending amounts.
